I remember hearing about the ODbL in 2007, its final version was
published in 2008 and the motion to adopt it was made in 2008.

The CT is a separate issue, and that was only ratified in (I believe)
2010 in its current form.

IMHO the CT is the more vital of the two documents for the long term
success of the project.
