In the Netherlands it is governd by article 4 RVV:
1. Pedestrians use the pavement or footpath.
2. They use the cycleway in case pavement or footpath are not present.
3. They use the grass/hard shoulder or the side of the road in case a 
cycleway is not present.

This means that you are allowed to walk on any cycleway if there is not 
a footpath next to it.
It is quite common for extra-urban roads to have a cycleway on one or 
either side of it and pedestrians should use that if they want to walk 
there. This is a good example:
