   Thanks, Finally found it - Wow, it's buried.  I'll include the steps 
here to display time in seconds on the Garmin eTrex 30 for anyone who 
runs into this in the future:

   Setup / Map / Data Fields
      Select "1 Large"

  Go back to display the map
     Menu / "Change data fields"
     Select Joystick while field is highlighted
        Scroll to "Time of Day"

   It works now and displays seconds.   Time is displayed at all times, 
but that's not a big problem for me because I'm mostly in datalogger 
mode and I can see enough of the map to work with.
