Let me use an example. Let's suppose you import the data from a province
goverment for land use, year 2010. That government will provide a 2012
landuse database in the future...
So what should you do then? Delete the 2010 landuse data and import the 2012
data? What about the edits people did on the data? How do you track and
import only the changes between the 2010 and 2012 data? What about data
collisions and versioning methods?
It's not an easy task. Welcome to the wonderful world of GIS.
