[OSM-talk] user rankings

We naturally already have fairly extensive user rankings, see odbl.de.

While the numbers there have become essentially useless over time for the
whole relicensing complex, they are very nice current user rankings, and
because of the way the numbers are determined, force you to continue to
be active to hold your rank.

And we have already seen users complain about not getting enough points
for activity X.
