http://download.geofabrik.de/osm-before-redaction/, more like - most 
files are now there in their pre-redaction version, some are still 
uploading. I'll keep those around for a couple months; since they are 
static anyway, if you believe that you'll have use for a pre-redaction 
file of your area in the near future, just get it from here and save it.
