Never add source-tags to data you don't know who, how and from where
they entered them.

I don't see a point in trying to cure (automatically) certain symptoms
of bad imports (like: some imports have left back ele=0 tags, lets
make a bot edit on all ele=0). If you can identify the changesets of
the bad imports, make a full revert (i.e. for the unchanged objects).
