I'm sure they can't track that sufficiently, so currently I rate the 
danger as "low" for that. But my guess (!) is that "if you behave 
conspicuous somewhere with your mobile" something could happen.
And there are always "China variants" of mobile phones who are almost 
the same like e.g. European versions except for the missing GPS chip. By 
a first look it might be difficult to determin which mobile you have 
with you.
BTW: as reported by Harald Welte and others on some GSM related talks 
eg. on the CCC congress some mobiles switch their GPS off if they are in 
a "illegal country"...
