that's where changeset comments come into play

if you are active in a certain area you will probably know the other
contributors in that area, especially the very active ones.

yes, but if you are a hardcore gardener and you become aware of this, it is
very easy to overcome this kind of control by uploading your changes in
small chunks ;-)
