Where there is doubt, do nothing! Doubt should be removed before acting, asking the originator may remove doubt.

Where "understanding" may require specialist knowledge it is even more imperative not to delete.

Denying someone their input is contrary to the "Open" part of OSM! Rather a need to communicate untill the issue is resolved would be better.
"Speak up!" rather than "Shut up".
