The low use of landuse=mine is *exactly* why it would benefit from moving
to landuse=industrial,industrial=mine.

A generic top level tag will gain rendering support.
A specific top level tag will languish.

OSM can grow by finding communities interested in speciality mapping.
Mines are a fine example.  But it's hard to get anyone interested in
tagging stuff that never renders.
