these boundaries are not 12NM offsets of the actual coastline, but of the base line, a legally defined simplification / theoretical and more inclusive coastline. Also, 12NM (nautical miles, not nanometers ;-) ) is only the typical claim, some countries claim more (but generally these claims have to be acknowledged by other countries to become meaningful). 

To add them into osm you can either look for supposedly reasonable data to import or research the base line definition and claim of the country in question.
