The best way to deal with things like this might be to approach the 
Mapbox data team:

who are routinely using the images for mapping themselves and who 
therefore might be familiar with technical quirks w.r.t. use in JOSM 
and also know who to approach within Mapbox to handle more substantial 
problems.
