When a user is unable to answer a question, he is given the choice to
either hide the question or leave a public note. If he chooses to leave
a note, he is prompted to write a note ("You can leave a public note at
this location which other mappers can comment on and hopefully resolve")
in which he can specify why this question cannot be answered.

So, only in this case, a note is created. And it is not created
automatically, it is created by the user. The app only adds context by
appending the question the user was asked and the link to the associated
element.

Usually the reason for not being able to answer a question is that the
question is based on now wrong data, such as in your links that the
location does not exist (anymore).

Talking about non-obvious features,... creating notes is not a one-way
process by the way. If a note contains a question (mark), StreetComplete
surveyors will see the note and be asked to contribute to it. So,
at-home mappers and people doing QA can direct questions at people in
the field.

Apparently that the question is being included in the note leads to some
confusion. Perhaps it makes sense to change the wording to something like:
"Unable to answer "How many bicycles can be parked here?" for
https://www.openstreetmap.org/node/254643604 :

There is no cycle parking here."
