I'd say it depends. If you have a bot that "corrects" the spelling of
street names, and in 95% of cases it actually corrects a street name and
in 5% it breaks a street name that was correct before, then that would
certainly disqualify the bot.

On the other hand if a newbie editor achieves 95% correctness in their
mapping that would already be much more than we're used to ;)
