iD users typically don’t even see tags, it’s also a goal of the developers that users don’t have to care about tags. Are you writing about preset descriptions?

How is this synchronized? Will every user be able to change the definition of any tag for everyone? Is there some kind of moderation or peer review? Or is it a question whether you’re the first person or not and modifying is not possible?
