The <key>=construction + construction=<value> tagging is only really
common for highway, building and railway tags (where it sticks around
for historic reasons, in my impression).

Other tags are more likely to use to use lifecycle prefixes:

For your example, that would be:

construction:man_made = bridge
layer = 1
