Whoever is interested in it.

If noone is interested and it got badly out-of date at some point
it becomes OK to delete extreme details.

I deleted some extreme detail because noone (including myself)
was interested in maintaining it.

So I expect that it will reach some equilibrium, as long as people
are willing to delete data of very low quality - even if it used to be
high quality data.

It is fine to map area:highway, it is fine to delete area:highway
if you are updating crossing geometry and you are not interested
in fiddling with areas of roads and footways.

Though making a note and waiting a bit or asking on some forum
for interested people may be a good step before deleting.
