[OSM-talk] Improving ref=* documentation

Dear all,

It's been a while I wanted to propose a more detailed documentation about
several points of ref=* key business.
Current wiki page describes well different options but doesn't deal with
global logic, particularly on how tracking osm changes in a third party
database (bound with ref=* instead of osm ids, obviously).

Some points may sounds obvious but It's better written, particularly when
on boarding new mappers or consumers.

Enedis partnership currently running in France leads to practical questions
about linking osm and third party database without global solution so far,
probably like many projects before.
Once data collected in OSM, third parties need to update their own odbl
repositories in a streaming fashion. Here comes the proposed reference
logic.
