In my opinion consulting signatories is not required to reach the
consensus and would in fact skew it. If more information is needed OSMF
should consult wider OSM community via a poll and ultimately via an
election.

is generally good (well scoped and balanced). However:
- The list of unwanted behaviors (which is the basis for moderation)
should be exhaustive and specific. It currently isn't because it
contains "include, but not limited to" and "conduct, speech and jokes".
Please list all banned behaviors and exclude any non-OSM related
behaviors that may be necessitated by local laws, culture or religion of
all countries to which we want to be inclusive to.
- It should not refer any superseded guidelines or clearly mark them as
such. Currently it refers to a much broader, less specific and balanced
document, that is also a parent page to it
