Not sure if this will help, but check out Deane Kensok's (ESRI VP) diary
entry on the ESRI Wayback imagery.

The Wayback imagery gives better control over when the imagery was taken
insteading of hoping that what you are looking for is in the ESRI World
Imagery (Clarity) imagery.
