We lack good tooling to support this kind of communication. I once tried
contacting every single contributor (30 or so in total) to hospitals in
Mali because I wanted CC0 coordinates so I could add them in wikidata.

It was very frustrating having to use osm.org manually and in the end I
got only 2-3 replies so I gave up. I found the users via JOSM browsing
the history manually which was very ineffective also. The replies were
all permissive, so people DO want to share and be asked. 

Is there an API for contacting a user programmatically? If yes, it makes
this work a lot easier.
