Contacting itself seems easy - just generate list of changesets one 
per user ( or https://www.openstreetmap.org/message/new/USERNAME <https://www.openstreetmap.org/message/new/woodpeck> ) links,
with up to 50 users it should be easy to message all of them. 

For more users it would start to become clearly spammy.

"found the users via JOSM browsing the history manually"is not viable if you want to find all editors who edited landuse in a
given area, and single multipolygon has over 60 000 nodes.
