[OSM-talk] Is edit adding private dataset created specially for OSM considered an import or not?

Communication is happening in this specific case, so hopefully this will
be fixed. But in case that I run into something similar (or they will refuse
to fix data here) I want to know is it OK to consider it as an import or not.
