Could you provide a link? This is a judgement best made by the mapper
community in the area it concerns. We in Sweden have recently become
somewhat more aware of sneaky imports and got 90,000 small changesets
from hacked accounts reverted some month ago.

This is something different. I would probably start by asking for a
source on the changeset. If no communication is possible with the
uploader I would find it pretty suspect and discuss it in the community.

Normally I only look for removals of data, do we have a good tool to
look for large changesets? I really dislike large changesets for
multiple reasons. Whenever I come across one I ask the user politely to
make smal incremental changes instead because its so much easier to
review for everyone. I have not yet met encountered anyone who refused
if I remember correctly.
