Please keep in mind that in OSM data quality (by whatever measure you 
assess it) is not our primary concern, see

where it says:

"OpenStreetMap values community cohesion over data perfection"

There are plenty of good reasons not to revert an edit made in violation 
of rules and conventions (like that it has been made in good faith and 
that those who made it believably indicate to do better in the future).  
But that "the data is good" is definitely not one of them.
