[OSM-talk] Is edit adding private dataset created specially for OSM considered an import or not?

To the initial question Mateusz rose:
In the DRC, there are a number of mappers that collect ground data using
smartphones or GPS devices for weeks or months. Their data is usually then
uploaded "in bulk" at their return. It can happen because of a lack of
access to adequate editing tools, network coverage to edit OSM or because
he/she was waiting for some level of confirmation (for instance when
working on boundaries) from neighbouring entities before uploading the
data. So far, OSM DRC has not considered this kind of bulk integration of
survey data as being an import or requiring any additional documentation,
unless the data was old or had been collected by mappers not involved in
the OSM editing process.

When talking about data traced from imagery, one challenge is guaranteeing
and maintaining access to the imagery used for the tracing. And this is not
only an issue for the data traced outside of OSM but even directly inside
OSM. Informal urban neighborhoods and even rural villages can change so
much in just a few years that the data can appear really bad if assessed
using a different imagery layer (even without considering additional
imagery distortions).

Regarding the organized editing of landuse in Eastern DRC targeted here,
the Unite Mappers have been in touch with OSM DRC multiple times since the
beginning of this activity while producing a lot of wiki content, so I
wouldn't call it "undiscussed".
FYI since there are actually OSM contributors taking part in a HOT project
that have just returned from surveying some of these digitized rural areas
with the local community, a new discussion on this subject was already
being planned between the local mappers involved and the remote landuse
team. This should help clarify potential improvements of the interpretation
of the local context based on the imagery.
