[OSM-talk] Is edit adding private dataset created specially for OSM considered an import or not?

(and is required by https://wiki.osmfoundation.org/wiki/Organised_Editing_Guidelines )

Organised Editing Guidelines also mandate documenting
"any non-standard tools and data sources used, and their usage conditions"
