[OSM-talk] Is edit adding private dataset created specially for OSM considered an import or not?

I was sure that I understand situation correctly. If I would do it this way then

Going "it seems to be import, therefore it is definitely import and
snarky complaining about it is definitely a good idea". was definitely a mistake.
