[OSM-talk] OSM.org Header Change Proposals

I felt the proposal was going to die, so I wanted to extend it's notice to
other members of the OSM community.

I also realized this might be a larger change, so I should have given
notice to more parts of the OSM community in the first place.

I disagree with locking discussion. Proposals that ask for significant
debatable changes will always foster a lot of conversation (I've seen
plenty before).

Limiting people's ability to share their opinion on the matter -  the
reason why I posted this - is not the answer. The influx in responses will
only be temporary.
