If installing Java is forbidden, I would be astonished if AIR is okay. 
I'd actually be surprised if installing *any* software, at least outside 
of a curated whitelist, is allowed. Java is not significantly more of a 
security risk than any other third-party desktop application.

Now, if you meant the Java *plugin* for your web browser (does anyone 
still *use* that?), that's another matter, but JOSM doesn't need that.
