You can create notes in Vespucci and in StreetComplete (StreetComplete
has nice feature of attaching photos to OSM notes).

In Vespucci you can use variety of backgrounds and avoid uploading notes,
in StreetComplete note creating feature is (deliberately) a bit hidden - long
press on the map to activate this.
