I hope these gardeners don't take the wiki too literally. According to
the wiki, both theatre:type=amphi and theatre:type=open_air would
exclude a modern amphitheater -- that is, a stage that is covered by a
canopy and only partially surrounded by a semicircular seating area. If
a new tag is required for this common case, then I would suggest
theatre:type=amphitheatre. ;-)

It does make sense to distinguish between the venue and the
organizations that are based at the venue. It's quite possible for a
famous theater building to be the home of a famous troupe. A user would
expect to be able to search for either.
It's a similar situation with worship spaces that are shared among
multiple congregations with distinct identities (even distinct
denominations). But at least in that case we could represent the worship
space as e.g. a building=church and each congregation, ironically, as an
amenity=place_of_worship within it. A theatre's physical infrastructure
could be mapped with e.g. amenity=stage, but this is a rabbit hole that
will only end with me mapping the curtains, orchestra pit, and green
room too!
Incidentally, not long ago, I came across a theater troupe's rehearsal
studio and costume shop in a light industrial park. [2] The node ended
up with somewhat creative tagging for both aspects of the facility.
OSMUS Slack also came up with some other ideas like training=theatre
that would've been almost applicable in this case. [3]
