And by country, you mean local jurisdiction, since at least in the US,
towns, cities, counties, states, tribal jurisdictions and sometimes
regional administrative bodies have authority on setting fiddly rules for
how traffic works.  Sometimes concurrently overlapping areas.

Also lanes=2 is *not* accurate any time a third lane gets added for
turns...really think the maproulette task for adding lane counts did more
harm than good in retrospect.
