"The military" may, but the Soviet Union was infamous for treating maps
as highly-classified secrets, to the point that the best available maps
of Moscow were those in the US embassy.  I would not be surprised to
learn that that mindset has carried over such that the generals have
high-quality maps of Ukraine, but the average soldier is depending on
Google or OSM.
