[OSM-talk] Upgrading to Java 11

I've been using the Microsoft OpenJDK for some time. Microsoft Build of
OpenJDK <https://www.microsoft.com/openjdk>
It works fine with JOSM and Windows. Microsoft uses it internally
extensively and for it's cloud offerings.
