[OSM-talk] Upgrading to Java 11

OpenJDK is currently being distributed by the eclipse foundation 
https://adoptium.net/ (the names are, lets say, weird, but it is simply 
OpenJDK) and iirc the windows installer version will set up everything 
correctly.
