It's not OSM's responsibility to provide survey tools to researchers.
People in academia should understand that engaging with open communities
requires using tools that are considered trustworthy and reasonable, and
that includes them being open source and operated in a transparent
manner.   Most research is in a funded context, and thus even if it's
mostly "non-profit", it is a commercial activity.  Funding adequate
tools is part of the cost of engaging in that business.
