Certainly. I'm not too worried about that in the Netherlands proper
(i.e., the country on the European continent, not the whole kingdom
which includes some Caribbean islands), because any flags their tool
raises here can easily be verified by TomTom's mappers using the high
quality recent satellite imagery available to all in the Netherlands. I
do not doubt TomTom will use these as well to verify their output.
For the Caribbean I do not know if such imagery is available, and
whether TomTom will use that. I assume they will, but I would urge
anyone with area knowledge there to keep an eye out to assist.
On the whole I have no reason to suspect their edits will be done too
crudely or based solely on the output of their black box tool, but it
can't hurt to reiterate that edits should be verifiable.
