An alternative / also-known-as on the buoy might indeed be a solution.  But a compromise, certainly not ideal, as buoys bob and wander on a water surface, and "Null Island" does not.  It remains in one fixed place and that's the entire point (um, node).

OSM will be 18 this year (age of majority?!); we can determine for ourselves as a community the right thing to do here.  The result will be "this is what OSM says is here" no matter what we do.  I don't believe we need to necessarily adhere to "accepted international standard," although those sorts of things do properly inform us as we (OSM as a community) makes such decisions.

We're grownups.  We can do this.
