Yeah this is my strategy too.
In the case of large chains, I would expect website=* to point to a page
with contact info and opening hours for that specific location. If no
such page exists, no website=* is really needed, and it seems fine to
have just brand:website=* point to the general chain website's front page.
I do make an exception for smaller chains that have a single page
listing all details for all of their locations and no separate pages.
That seems like a valid target for website=* as well.
In the Netherlands we've noticed that some commercial mappers (well,
just one really) representing brands really insist on using website=*
just for their main brand's website instead of pointing to individual
location pages, but that seems like just another way to advertise. It
doesn't really help users, especially if apps start supporting
brand:website (and operator:website etc.) better as well.
