website/contact:website should be specific to the location, with some
exceptions for small businesses that may not have a webpage per
location.
However I'm not sure brand:website is a good idea. That data should
already be available via brand:wiikidata, and that comes with out the
controversies of bulk updating OSM when a url changes.
