[OSM-talk] link at https://wiki.osmfoundation.org/wiki/Etiquette is broken

Hi Dorothea,

About the abusive message on talk, I just did that on july 11, sending a message to talk-owner at openstreetmap.org, but I am not sure if somebody receives these messages, if it triggers any action.
