[OSM-talk] Anomaly in OSM node IDs?

Hi everyone,
Recently I noticed that all AED defibrillators added using
https://aed.openstreetmap.org.pl/ get an ID that has two last digits equal
to at least 17. (also the higher, the less common).

I compiled stats in Poland based on ID suffix and they look like this:

(NB: Many of the AEDs were added in JOSM and don't have this numbering
pattern.)
Now, I think there is no way for the client to specify a created node
number before upload. What can be the mechanism causing this? FWIW, this
client holds an open changeset for 1 hour. Not sure what that would change,
though.
