I agree with unclassified, unknown, and undefined as they are all coming 
from editor errors around the world, and removal will help prevent them 
while not removing useful information.

I disagree with "no data", because the only use seems to be from an 
import that was never discussed, and if that is resolved the tag will go 
away.

"unspecified" seems associated with some HOT organized editing from 2012 
and 2017. Can we have HOT fix the data, as there's other issues with the 
tags used.

"Unspecified" doesn't seem worth automatic rules for two occurrences.


What software do you intend to use to do the edit, and how often do you 
plan to re-run it?
