you mention local decisions but do not link them

Before accusing people on public mailing list and bothering
all subscribers - can you try using changeset comments?

Or at least provide citation for all your main claims?

Also, for example I see no indicator of "with his DWG hat on"

Also, it seems to be fixing isolated bridge with highway=secondary
within highway=tertiary. 

If I understand it right then it seems a clearly correct edit,
and if it violates some tagging idea then such tagging ideas are
badly designed and should be modified to stop requiring such
fragmentation.
