A problem with local community and it's decisions comes with defining the
local community.  For example I live in Canada but occasionally map in the
UK in places where I have local knowledge.  Locally in Ottawa a number of
local mappers met over coffee a number of times and discussed how an import
should be handled.  Following that one local mapper felt his input had been
excluded.

I think the suggestion that local mappers should decide everything needs to
take into account the more consistency in the map the easier it is to use.
For example one local mapper in Canada mapped traffic lights as
traffic_lights rather than traffic_signals.  He took the view that if he
mapped them as traffic_lights then they should remain that way.  Don't map
for the render was one of his comments.

I think the place for discussion is the changeset.  With respect to the
local mappers many of the mappers you've mentioned here have a very large
number of edits under their belt and a lot of experience in OpenStreetMap.
It might be worth looking at what they are saying.  They aren't just saying
it for the fun of it.
