imho that's the most common case, it's why I agree with the current rule 
"no transliteration"

in this case, it's not a tranliteration anymore, it's a valid name:xx
so you come back to a situation where the absence of name:xx only 
concerns transliterations and where storing a dictionary in osm doesn't 
make much sense.
but if someone wants to do it, it's not a tag issue : 
translated_name:en=New Bridge do the job
and in this case, importing wikidata do also the job,
with less human time
