For Germany, there is the Marktstammdatenregister:

It apparently lists the nominal capacity for all German power plants.
After looking at it a bit, it seems like each wind turbine (for example)
is listed separately. That means, you could probably really find out the
data for the power=generator, not just for a collection of turbines, which
would of course be a power=plant.

I am not sure about the conditions of using those data and didn't find
anything specific about it in the FAQ. In case you end up asking them,
let me know what they say.
