[OSM-talk] Could I globally replace [building:level] with [building:levels] ?

Personally I believe changeset edits should be assessed on their quality 
rather than quantity. I'm aware I'm in the minority with this view.

As long as the changeset comment is clear & detailed I see no problem. 
In this example, explain what the tag is changing from & to and why it's 
being performed - a typo error of an agreed, well used tag.

That there aren't any validators to check word-wide edits is a reason to 
create world-wide validators, not restrict improvements to the OSM database.
